ABSTRACT

The present political inability to reduce the unsustainable character of the transport sector and to approach sustainability, the declared new goal of transport policy, justifies a final discussion about policy options for the near future. The creation of long-term sustainable passenger transport systems necessitates the involvement of the ordinary citizens. To achieve their involvement, traditional policy instruments seem to be inappropriate. More importance needs to be attached to an underestimated policy instrument, namely communication. The present dependence of the transport sector on fossil fuels is not sustainable in the long term, possibly not even in the medium term. In order to carry out the step-by-step replacement of fossil fuels, it is necessary to use a number of measures. In the three countries under investigation, the growth in road transport volumes is generally expected to continue in the short and medium term. The chapter discusses the potential socio-political basis for the suggested policy options in Denmark, the Netherlands and Sweden.
