A radical form of privatisation is to move protective measures from public to private administration, but otherwise keep them intact. In the case of benefits in kind, like health care, a similar privatisation would be to introduce or increase user charges, either as a fixed deductible charge or in proportion to the amount of services used. In Sweden, a possible candidate for such a privatisation would be the work injury compensation scheme. There has been a considerable privatisation of previously public services in Sweden, especially at the municipal level. Many years of debate about the Swedish welfare model were crowned with an analysis of the questions given by the economic commission headed by Professor Assar Lindbeck. The commission had been asked to propose alternatives for a positive development of Swedish business and society. The commission argued that Sweden should avoid moving from a state system to a compulsory corporate system.
