ABSTRACT

This chapter examines employment outcomes for the entire sample of those who left training and employment schemes in 1992. It is concerned with assessing the differences between types of programmes in the labour market experiences of their participants after they left their programmes. In order to adequately assess the effectiveness of active labour market programmes, it is, therefore, necessary to take account of differences between programmes in the characteristics of their participants. The distribution of qualifications among programme participants compares poorly with the qualifications of those at work: a greater proportion of programme participants had either no qualifications or a Junior Certificate. The somewhat lower proportion of General Training participants who had ever worked largely reflects the age composition of the programme. The survey recorded employment status for each month between the time the participant left the programme and the interview.
