ABSTRACT

This chapter presents the outcomes of a recently completed research project undertaken with the Leisure Services Department of a Local Authority. The Audit Commission surveyed approximately sixty local authorities for the purposes of their above report, which is subsequently referred to as the 1988 Report. Traditional estate management techniques were not providing the City Council with the information required for making decisions about the effectiveness or the comparative performance of their operational property. The aims and objectives of the property owning organisation provide the setting within which the property resource is to perform. There has only been a limited time in which to apply this property performance evaluation procedure and further testing is needed. However, the early indications are encouraging. The procedure has been effective as a means of identifying the performance requirements of property as defined by the needs of the owner or user. It illustrates an approach for the evaluation of the examined property's performance results.
