ABSTRACT

Kagera region is situated in the north west of Tanzania, west of Lake Victoria. In the north the region borders Uganda, in the west Rwanda and in the south west Burundi. The deteriorating economic situation of the late 1970’s also contributed to the spread of HIV infection in the Kagera region. Since 1975 the expansion of Primary education has placed a heavy burden on the scarce resources in Kagera region. Adult education in Kagera region began before the declaration of the Adult Education year in 1970. The tremendous and continuous expansion of education has caused educational and social, as well as financial, problems which have been compounded by economic constraints. The dynamic social and economic changes that confront developing countries in the world create problems that call for the attention of governments and organisations responsible for developing social welfare policies.
