ABSTRACT

Educational movements begin when persons perceive an unmet learning need in society. Some theorists gave more thorough and complete answers than others because they were involved in adult education in different ways and for different reasons. In the twenties and thirties adult education was regarded by these theorists as a new agency in society to meet the educational needs of a population that until then had not been served. In creating adult education as a new agency, these theorists also had to grapple with the relation of adult education to the education that went before in public schools and colleges. In the evolution of adult education as a new agency, the issue of leadership became an important matter. In the development of organizational forms, a specialized administrative personnel always emerges. In the field of adult education, the administrative personnel are often regarded as the professionals.
