ABSTRACT

The three activities represented in this chapter should form an integrated market. Unfortunately, however, the property world is diverse, disorganised and dysfunctional – in a word, fragmented. As a result, this chapter examines three sets of separate relations as each sector is represented by its own culture, code of conduct and economic agents. To take one of many possible examples, a variety of professions needs to liaise in the process of development and construction before occupation of a property can occur. Yet each group seems to act in isolation, as if they are in separate markets, with surprisingly few relationships between them. Table 5.1 highlights the disparate professional organisations and gives an approximate size of current membership across the activities; it only requires a little imagination to understand the conÁict of interests that can emerge between those involved in the same projects.
