ABSTRACT

The European Union surpassed the United States a decade ago to emerge as the preferred destination for Indian migrants. Even without the UK, there were only 45 more migrants going to the US than the EU in 2015 (OECD). This paper analyses historical trends, policies and challenges in the facilitation of student and labour mobility from India to the EU and concludes with a set of policy measures based on desk research as well as stakeholder interactions.
