ABSTRACT

World War I ended in November 1918. In October of that year Turkey had signed a capitulation act. The situation became very complicated for Azerbaijan. According to the Mudros Agreement, Baku came under the Allies’ protection. Ali Mardan bey contacted both representatives of the Ottoman government and diplomatic missions of various countries in Istanbul and negotiated with the foreign ministers of Iran and the former Russian Empire. The Azerbaijan peace delegation to the Paris Peace Conference arrived in Istanbul in January 1919, but had difficulty obtaining a visa to travel to Paris. Topchibashov met with diplomats of several foreign countries and appealed to the Allies’ official institutions. The Azerbaijani peace delegation obtained a visa for Paris only in April 1919 after massive efforts. The Paris Peace Conference had started its work on January 18, 1919.
