ABSTRACT

A listing of programs to be eliminated in order to reduce the welfare expenses at the federal level appear overwhelming. The impact upon welfare families of America is unknown, but the perception is that significant adjustments in meeting formerly Families with Dependent Children (AFDC) family financial obligations will be necessaiy. One of the most frequently mentioned and perhaps one of the largest block grant programs to be revised is the AFDC. Blaming someone for welfare abuse often gains the attention of the public for generating a momentum towards reform. Compounding the problem of welfare reform has been the increasing numbers of illegal immigrants. There are several divisive myths that continue to misdirect the welfare reform debate. There may indeed by a welfare time bomb surfacing if the Federal Reserve Board makes a slight error in judgment which results in increasing unemployment. The introduction of ‘privatization’ spurred government workers to participate in the welfare experiment in the state.
