The fact that the welfare system has long been abused has elicited harsh rhetoric and a demand for reform. Welfare reform requires a significant and comprehensive change in public policy. The summary reiterates the major points which remain vital to the justification of the proposed implementation of the model city. The justification for the need for a more comprehensive approach to welfare reform is based upon the premise that today's workplace no longer reflects the rich tradition of the past. The cyber-revolution reflects an era where expectations are high, job instability is the norm, and cost measures dominate corporate decision making. Increasing the anxiety levels among welfare recipients will likely result as welfare roles are reduced in the short run. Establishing a 'second chance alternative' within the framework of welfare reform has merit in a free enterprise system where imagination combined with the creative talents of American ingenuity can result in dynamic solutions.
