ABSTRACT

The solution to welfare reform must include an emphasis upon the entire individual and the whole family rather than on simply targeting employment as the key component in such a strategy. The replicating of those attributes which brings families together as part of a community with passion is critical to raising the standard of living of those consumers who are in need of a second chance at life. The creation of the family business as a retailer in a local community or a family-based franchise associated with a large corporation is a path open to families of low-income. However, the mega communities with a small town passion provide an excellent opportunity for business ventures if 'seed money' is made available for training and implementation. Such a community focus reflects the movement towards civility and those occupations that enhance the quality of life.
