ABSTRACT
The Labour Party is publishing this document both as a contribution to the widespread debate about defence as well as a demonstration of ways in which the massive defence burden can be reduced. Successive Labour Party Conferences and the 1974 Manifestos have addressed themselves to this problem and expressed concern about the high levels of defence spending but this will be the first time that we have presented a detailed study which examines the practical consequences of taking action to reduce military expenditure.
