ABSTRACT

This chapter examines Scotland’s position in the United Kingdom higher education (HE) sector, considering the increasing differences between each nation’s system of HE, but also their shared history which ensures that each country’s HE policy does not play out in isolation. It focuses on the theme of divergence by adding the performance measurement and student information space as a new area where the HE policies of the two countries are growing apart as a result of the acceleration of the marketisation approach of English HE. The chapter highlights the differences in the underlying value systems of HE in the devolved nations of the UK and suggests that there is a need to define the role of the UK-wide performance measurement and student information space in order to protect Scotland’s distinct value system. It explores lessons for policymakers across the UK for operating in the shared UK policy spaces.
