ABSTRACT

The Working Paper on Computer Misuse published by the Law Commission put the point a little more sedately: ‘Computers play an important part in the everyday lives. Sometimes even expert opinion is divided about the seriousness and prevalence of misuse. Many types of Information technology misuse are covered by what may be regarded as general legislation where the computer is incidental to the affair. However, with the enactment of the Computer Misuse Act in 1990, there is a specific piece of legislation concerned with the subject on the statute book. A person may misuse a computer system owned by someone else by employing it to perform unauthorised woric from which he or she benefits either materially or financially. Regulations for the library and information service should include strictures against misuse of systems. It should be made clear that wilful misuse of systems is a breach of any regulations and could be subject to sanctions and penalties.
