ABSTRACT

This chapter addresses an important aspect of the hypothesis, namely the structure of systems of housing supply. One way of approaching the concept of a housing system is to look at the functional linkages between agencies. Land, the raw material is made available for housing development via private owners or private developers. The subsidy for price lowering to build social housing is not always available in all areas. The various models of housing development are defined by the number of different housing suppliers who in turn, interact differently with the land market and the public and private bodies involved in infrastructure provision. The role played by local authorities in housing supply is determined to a large extent, by their relations with central government. Social housing in the United Kingdom is supplied from two sources: local authorities and housing associations. Social housing is supplied primarily by housing associations in the Netherlands, with a very limited number of municipal housing completions.
