ABSTRACT

This conclusion presents some closing thoughts on the concepts covered in this book. The book focuses on the role of state and market in housing supply. The implications of examining the relationship between systems of housing supply and the resulting housing outcomes, should not only be related to theory, but also to policy and practice. The advantage of convergence towards the Dutch mode of private sector housing in Europe would lie in reduced volatility in private sector output, relative to changes in market conditions. The approach to comparing European systems of housing supply has been one which tries to look at housing production outcomes in the light of different interpretations of the concept of structure. ‘Structure’ as an integral part of the hypothesis, provides opportunities for looking at the individual systems of housing supply in different ways. The challenge for housing policy makers is how best to regulate, by intervention or market solutions, the production of new housing.
