ABSTRACT

Working condition in some Small and Medium Enterprises (SME) which locate their operation in backyard location are often rather rudimentary with poor lighting and ventilation, and little regard safety as well as pollution control. Malaysian Industrial Estate Limited (MIEL) was established in 1964 and owned by Malaysian Industrial Development Finance. Nonetheless, MIEL operates under the auspices of Ministry of International Trades and Industry and its has a close co-operation with other government agencies including with the respective State Economic Development Corporations. Urban Development Corporation (UDC) previously known as Urban Development Authority plays a crucial role in the provision of business premises in urban areas especially to Bumiputera. The UDC has a large organisation with over 700 staff including 60 economists as well as architects, planners, engineers and lawyers. The Council of Trust for Indigenous People plays a prominent role in encouraging SMEs’ Bumiputera entrepreneurs to involve in business and commercial activities.
