ABSTRACT

The recognition of the significant contribution of Small and Medium Enterprises to national economic development has led to the prominent position of these enterprises in the Malaysia policy agenda. Generally, three research techniques are adopted in the study. The first is the structured-interview based on a questionnaire. The second is the unstructured interview. Lastly, the study draws on written sources or secondary data. Due to lack of comprehensive information on the number of small and medium textile and clothing enterprises in the study area, a few preliminary steps were undertaken before the actual sampling survey could be determined. Interviewees were designated to be the owner/manager. If the owner/manager was not available either the accountant or supervisor of the enterprises, as the representative for the owner/manager, was interviewed. In order to “build up” close co-operation with respondents, every effort was made to explain to the respondents that the survey was conducted independently of government agencies and was solely for academic purposes.
