ABSTRACT

Slough's population is expected to increase from 98,853 in 1989 to 107,444 in 1996 which, coupled with a decrease in the size of the average household from 2.67 persons to 2.62 over the same period, requires than an ongoing supply of land is made available for new housing. Slough has consistently had higher unemployment rates than the rest of Berkshire which the local council claims is due to a job mismatch between the skills available in the town and those of incoming firms. Slough Borough Council is the local planning authority whose boundary is tightly drawn around the towns built up area. Slough Estates realised that traffic impact was going to be contentious and had commissioned Peter Brett Associates to predict the impact of the Simplified Planning Zones on traffic growth in the area. The draft scheme was separate from any agreement with Birmingham City Council regarding contributions.
