The grid is used with a limited number of risks to keep the information manageable. Ideally, these should be the top-priority risks as identified during risk qualification or quantification.

The grid is applied after the project team has identified and quantified risks to establish those that are the greatest concerns. It is best applied when the skills and insights of the entire team can be exercised because team members may have widely different perceptions as to what constitutes a corresponding strategy or a conflicting risk approach.
