Implementation of the 74th Constitutional Amendment Act (CAA), it needs to be emphasized, is the constitutional responsibility of the state governments. An objective evaluation of implementation of 74th CAA is constrained by paucity of required information on this. Despite such an elaborate arrangement for monitoring of implementation of the reform agenda and the Jawaharlal Nehru National Urban Renewal Mission projects, curiously, the outcome of these mechanisms of monitoring and review does not throw light on effective implementation of the 74th CAA in various states. A much hyped official evaluation report of the Ministry of Urban Development on Jawaharlal Nehru National Urban Renewal Mission indicates that as many as eight states implemented transfer of the 12th Schedule functions to the urban local self-governments even before December 2005 when Jawaharlal Nehru National Urban Renewal Mission was launched. The state governments have, however, betrayed a lack of political will for empowerment of urban self-governing institutions.
