ABSTRACT
In this article, Chen insists that the probability of a victory by Germany andJapan must not prevent the Chinese people from working for a British-American victory, if only to inspire the next generation of youth. To ensure collective security after the war, democrats must work toward a world federation, not an Asian federation that would exclude the rich countries.
