ABSTRACT

This chapter provides the basis of the theoretical and empirical work conducted by Gremi and RIDER in connection with regional problems in Europe, an approach to structural adjustment policies that will focus upon the dynamic of innovative milieux. It describes the theoretical reference framework underlying the formulation of structural adjustment policies drawing on the problem of innovative milieu. The chapter focuses on the framing of innovative structural adjustment scenarios and the definition of structural adjustment policies adapted as a function of the temporality of the processes into which they fall. It then examines the basis of the concrete case of the productive fabric of Charleroi, to demonstrate the relevance of the innovative structural adjustment scenario approach to regional and local development policies. The contribution of the problem of the innovative milieu to the definition of structural adjustment policies derives basically from the theoretical reference in Gremi work to the technological paradigm and the organisational changes to the territorialised productive systems.
