ABSTRACT

This chapter describes a compilation of inputs of Coalition for Sustainable Cities (CSC) member organizations, and addresses many of the issues and processes currently underway in the movement towards a more sustainable development in the Cape Town Metropolitan Area (CMA). According to the CSC, in order to generate the economic resources necessary and to secure the infrastructure needed for a sustainable city, the method of least-cost planning must be adopted. The informal structures existing in the CMA are especially at risk from open flames. In overcrowded conditions, lamps and candles are easily knocked over and hundreds of dwellings, with their meager contents, are destroyed by fire each year. The implementation of a Metropolitan Spatial Development Framework is being coordinated by the Metropolitan Planning Authority. The Cape Metropolitan Council has sought the input of a range of stakeholders, including Non-Governmental Organizations and Community-Based Organizations, in the development of metropolitan environmental management.
