ABSTRACT

Major policy changes aiming at preventing disability have been introduced over the last 15 years in Belgium. This chapter describes two significant reforms in the state health-insurance system: (a) the establishment of a back-rehabilitation program directly inspired by the Sherbrooke Model in 2004, and (b) the implementation of reintegration pathways within the system in November 2016. For both reforms, the chapter illuminates the driving forces and the nature of the debates that took place among policy makers, employers, trade unions, and sickness funds before the new regulations were issued.
