The Introductory section outlines the historical factors existent in the electoral political system that gives rise to the need for laying out political manifestos, and examines the practice of functioning on the British model of governance by India. It talks about the importance of multi-party system in the context of the politics of modernization in India. It also briefly outlines each chapter and succinctly sums up what each chapter explains and analyses.
