ABSTRACT

This chapter summarizes the procedures for setting the standards for units and degrees within the framework, accrediting institutions to deliver the units, and moderation of provision. It describes the development of National Qualifications Framework and the establishment of the New Zealand Qualifications Authority (NZQA) to coordinate and provide quality assurance for all secondary and tertiary-level qualifications. The NZQA was established under the Education Amendment Act in July 1990 with a brief to develop a comprehensive and coherent framework for all nationally recognized qualifications. NZQA is adopting an unequivocal commitment to achieving quality through a five-stage process: registration of private training establishments; setting the standards by unit registration; accreditation; moderation and audit. Holders and users of national qualifications must have confidence that different assessors throughout New Zealand have assessed to the same standards. Accreditation can only be given to a higher education institution, a school, a registered private training establishment or a government training establishment.
