ABSTRACT

This chapter describes higher education provision in Quebec and the complementary role of the Council of Universities and the Conference of Rectors and Principals in advising the Minister on the need for, and quality of, new programs. Quebec universities enjoy a great deal of autonomy. Quebec universities are totally responsible for setting their own requirements regarding admission and registration of students, for granting their own diplomas, hiring staff, and establishing working conditions. Two other organizations are involved in the system as a whole: the Council of Universities and the Conference of Rectors and Principals of Quebec Universities (CREPUQ). The Conference of Rectors and Principals unites all Quebec universities, the universities themselves providing funding for the organization. To accomplish their training mission, Quebec universities are responsible for offering programs that provide quality education and respond to the needs of society. Each university has its own internal policies and procedures for developing and approving programs it wishes to set up.
