ABSTRACT
Government has proposed to withhold 5 per cent of the money allocated to local education authorities (LEAs) for education as a fund for developing what it considers are priorities, and LEAs will have to tender proposals for a share of these resources. There are huge bureaucratic organisations at both central and local government levels whose task is to maintain the present set of arrangements. Members of school boards are elected directly to serve on them, just as federal and state congressmen and senators are elected through the ballot box. In this country there is a very revealing symptom of this confusion about education and the economy. The changes in education and the economy are paralleled by changes in the psychology of the people. Precisely as the general public supposes, the assumption was that the better the education that was provided the better it was for the economy, with individuals and the country alike benefiting.
