ABSTRACT

This chapter provides a case study in how the Transportation Security Administration (TSA) shifted to a culture of risk management, leading to the establishment of a chief risk officer and the decision to implement an enterprise risk management program. The author highlights (1) the use of risk management to pursue opportunities that enhance value for the organization, and (2) the importance of constant support from the top of the organization. The chapter presents change management initiatives that were key to developing TSA’s organizational risk culture.
