ABSTRACT

This chapter utilizes the definition applied to public health by the report of the Committee of Inquiry into the future development of the Public Health function in England in 1988. The report wrote of, 'the science and art of preventing disease, prolonging life and promoting health through organised efforts of society'. Most Departments of State are involved in some aspects of public health policy although the lead position is held by the Department of Health. Civil service support to the Secretary of State includes a Chief Medical Officer responsible for the coordination and provision of all professional health related advice to government. All the directors of District Health Authorities are required to abide by a code of conduct designed to ensure financial propriety, strict observance of relevant laws and political impartiality. They can be subject to the accountability process through the Parliamentary Select Committees.
