ABSTRACT

At the Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting 1 held in Bali, Indonesia, in October 2013, and attended by leaders of twenty-one countries and territories, in addition to discussions on cooperation in the areas of the economy and trade, leaders expressed a shared concern for promoting increased cooperation and regional connectivity in such areas as cross-border educational and disaster-relief cooperation. Additionally, the Leaders’ Declaration endorsed a target of “1 million intra-APEC university-level students per year by 2020” and pledged to “develop programs that will encourage greater and regular involvement of youth in APEC, so as to foster a sense of community and shared responsibility.” 2
