ABSTRACT

This chapter shows that the housing needs of older people from minority ethnic groups are being systematically ignored, and that older people from minority ethnic groups, unaware of the possible options, face a limited housing choice. According to the 1991 Census, the three largest minority ethnic groups in Scotland are the Pakistanis, the Chinese and the Indians. Calls for black housing associations to be established in Scotland have been met with resistance from Scottish Homes and indifference from many housing providers. Clear guidelines on the implementation and use of ethnic monitoring for housing organisations are contained within the Code of Practice for Rented Housing, and have been available to housing associations for some time. The guidance stresses that any measurement must take into account local factors, such as the numbers of the minority ethnic communities living locally; the number of people on the waiting list; and the operation of the local housing market.
