ABSTRACT
This chapter explores the national adoption of open access policies. It provides an analysis of how countries have successfully handled the challenges encountered in adopting open access policies. It examines the adoption of open access by different stakeholders, including international and national governments, funding agencies, libraries and universities. It particularly explores the ways Nigeria is beginning to embrace open access.
