ABSTRACT

This chapter examines three major areas within the open movement, namely open access journal articles, open educational resources and public sector information. The implementation of open access to knowledge in Nigeria can transform Nigeria if properly implemented. The chapter explores some recommendations that would aid in maximizing open access to knowledge in Nigeria. The Nigerian judiciary is funded by taxpayers' money, and the records of the court are public documents that should be accessible to the public. The Nigerian judiciary and the other arms of government can bring about a better Nigeria if they adopt an open government policy. Although agitations by Nigerians about the government's lackadaisical attitude towards the kidnapped Chibok girls brought about a change of government during the April 2015 Nigerian presidential election, some of the girls are missing and Boko Haram is bombing different parts of Nigeria. A high population of Nigerians in the areas where Boko Haram operates have mobile phones.
