ABSTRACT

This chapter shows that the issue of state-university partnerships is complex and impossible to fully address by implementing a prescribed set of tactics and strategies to garner greater state support. While the complexity of these relationships is recognized, the following sections isolate three levels of partnerships most critical to the survival of research universities, offering avenues for building stronger state-governance-campus relations. It suggests that institutions, in developing strong state-university partnerships, create rational structures and activities to accomplish institutionalized goals and demonstrate their legitimacy among state decision-makers. The partnership between the campuses and private industry has garnered additional dollars into the University System of Georgia in exchange for the promise to attract high-quality, high-growth knowledge-based industries. Besides providing a general framework by which to understand the arena of important issues and factors, the findings ultimately inform university administrators about what it takes to earn the support of the state, and state officials about the benefits of increased investment in higher education.
