ABSTRACT

The creation of the European Community in 1957 provided the impetus and framework for developing and implementing European drug policies through a number of groups and European institutions. The European Drug Action Plans focus on supply and demand reduction, and delivery of activities is supported by new institutions such as the European Monitoring Centre, Europol and the Europol Drugs Unit, and legislative changes. Two significant groups in relation to drug policy development were the former Trevi Group and CELAD. The Pompidou Group’s demand reduction staff training programme is carried out with the support of the PHARE multi-country programme for the fight against drugs, and in cooperation with the International Labour Organisation, United Nations International Drug Control Programme and the World Health Organisation. The programme’s objectives are to provide participants with skills and knowledge in order to lay the foundations for the development and implementation of nationally based professional training relevant to demand reduction initiatives.
