In a long span, given the total national income remains unchanged, national income distribution directly determines the major social issues of economic development, social stability, poverty population and resident welfare. The government should regulate the national income distribution toward where the society expects by means of composite measures in different historical times. National income distribution refers to the distribution of national income between economic subjects created by a country in a certain period. Although there is no ambiguity in the definition of factor income distribution in academic circle, the cognitions of production factor and the factor that creates income in theory does not accord with each other, with the differences even in relation to the design direction of the whole economics architecture.
