ABSTRACT

This chapter examines the way in which policy is made in the Labour Party and the role which should be played by the trade unions in fashioning the policy of the party. Teaching courses for the Political Education Officers in Constituency Labour Parties and suitable training courses to give Chairmen the necessary skills to make party meetings effective, are all part of improving the quality of the political discussion in the local parties. There is also a need for training in using the new teaching methods for Labour’s political education and on the conduct of discussion and the extension of ‘learning by doing’. As in the proposals on industrial relations, the chapter has tackled the problem of organising for power from the grass roots up, and this surely is the natural way for democracy to grow in the political wing of Labour movement.
