ABSTRACT

What we want to ensure in respect of the relationship between secondary and higher education systems can be expressed in two or three very simple principles. They are:

That no secondary school teacher or educational administrator anticipate the future performance of school children: rather, that they assess and record their current performance.

That children are not excluded or do not exclude themselves from the possibility of receiving further or higher education on grounds that are other than intellectual before the secondary school leaving age.

That the university select its students from all school leavers and that therefore schools do not preselect the pool from which the university will make the choice.
