ABSTRACT

This chapter analyzes some developments in Chinese public administration. It utilises a win–win or super-optimizing perspective, which emphasizes methods whereby all major sides and viewpoints in a dispute or dilemma can come out ahead of their best initial expectations. In the context of public finance, ideology in the 1970s emphasized heavy taxes on the rich and on profit-making activities. In the 1980s, technocracy meant modern automation in tax administration. In the late 1980s, more emphasis began to be placed on public administration, as practiced in the United States, Western Europe and countries with American-trained professors and practitioners in public administration. With regard to personnel, an enlightened public administration approach talks in terms of opportunity to apply for and meet the entrance requirements in government positions. At the same time, high-quality standards, designed to promote efficiency and effectiveness, are set.
