ABSTRACT

International dispute resolution refers to ending a disagreement among national groups, especially an actual or potentially violent one. Such groups of individuals include countries, sub-units within countries, quasi-colonies or other entities whose disagreements have international implications. Super-optimum solutions refer to resolutions which can enable all sides or viewpoints to come out ahead of their best initial expectations simultaneously. The object is to find a super-optimum solution which will simultaneously win on the conservative totals over the conservative alternative and win on the liberal totals over the liberal alternative. That means being better than both the conservative best and the liberal best using their own goals and weights to judge what is best. Bilateral arms reduction stemming from the Reagan–Gorbachev agreements exceeds the liberals’ best expectations since liberals had been pushing for a freeze as a radical left-wing alternative to increased arms build-up. The idea of a drastic reduction clearly goes beyond a mere freeze.
