ABSTRACT

This chapter reviews the framework for improving air quality currently being developed in the United Kingdom (UK). It considers the theory of air quality management as a number of nations, including the UK, are developing a new air quality management framework. Air quality management at the local scale would ideally be a tier of a regional plan which is in turn part of a national plan. The chapter explains why a new framework for air quality management is required in the UK. The development of the UK air quality control framework has been a gradual process. The lead up to the new air quality management responsibilities in the UK has been accompanied by a significant improvement in the air quality monitoring capability of the UK. As promised in 1995 there has been a dramatic increase in the density of all forms of monitoring and particularly in the range of species monitored.
