ABSTRACT

Greenpeace sees its role in Poland - and in the other countries of Central and Eastern Europe - as that of an international environmental watchdog monitoring foreign trade and investment. This chapter presents the experiences of Toxic Trade campaign in influencing environmental regulation in Poland. Much of the focus of Greenpeace's work has been on publicising Western misdemeanours in Poland and exposing the miscreants in their home country in the West. New investment ventures in Poland offer opportunities for unprecedented democratic participation in investment decisions. Present industrial and agricultural restructuring allow for a transition to cleaner production. The lack of legislative support for cleaner production creates policy conflicts. The chapter describes the campaign and attempts to assess its effects on Polish regulation. It concludes with obstacles that need to be overcome for the appropriate evolution of environmental regulation in Poland.
