ABSTRACT

The EMERGE Public Leadership Performance Platform enables leaders to deal comfortably with changing levels and degrees of complexity, see patterns and trends in the midst of turbulence, and create an organizational environment that empowers followers to participate in the identification and ownership of leadership initiatives. One goal of the EMERGE leadership approach is to cultivate the capacity for prospective leaders to initiate leadership from where they sit. The first EMERGE sizing up tool, "Readiness for Leadership," enables leaders to become more aware of their pre-disposition for "new normal" leadership. The EMERGE Readiness for Public Leadership Assessment tool brings together three important dimensions of a positive pre-disposition for public leadership in the "new normal" era: a passion for public service, an alignment with polity values and a readiness to embrace change. Leadership increasingly requires sizing up opportunities that require the participation of actors in all sectors and in multiple jurisdictions.
