By the 1980s, however, the definition of what constituted a record had changed beyond all measure. According to one modern authority (Emmerson, 1989), records comprised, ‘any paper, book, photograph, microfilm, map, drawing, chart, magnetic tape or disk, or optical disk’. Even this definition appeared dated by 1991, since it failed to specify either electronic mail or databases.
