The donors involved took different approaches, but all realized that developing the skills needed to facilitate change was crucial. United States Agency for International Development is the largest bilateral donor to Poland. Professor Thomas made a number of recommendations about the development of libraries and the development of teaching staff and training materials, and raised the possibility of creating a model management training facility in Poland, possibly with help from the private sector. In 1990, one of the largest Know How Fund (KHF) projects was developed to improve the training and education of managers in Poland and to provide consultancy to help them and their organizations undertake effective reforms. The KHF programmes for Poland continued to expand throughout the 1990s. During the 1990s, other KHF projects which focused on management education and training or institutional reform in the management development sector were launched.
