ABSTRACT

The noted disparity in wealth between black and white households today has fueled a revival of the discussion of reparations that started in the 1960s. Black-owned homes are generally worth less than white-owned homes because they are located in primarily African-American communities. Whites benefit from receiving more call-back and job offers for low-wage jobs than equally qualified non-whites. The end of racial preferences in government hiring, education, and contracting will not mean the end of discrimination based solely on socio-economic status. The alternative to racial preferences will be the creation of a reparation that “pays out exclusively, directly, and one time only to the proven descendants of American slaves”. Someone who fights his way up from rural or urban poverty and unfair legal practices and then gets put back into the ghetto is suffering greatly.
