ABSTRACT

The Design Guidelines are based on common international standards defined by recognized standards development organizations. Integrated care is the cornerstone for the sustainability of healthcare systems. The core components of integrated care include efficient and effective acute care settings, health information exchange that supports that patient journey, and personal health information capture and exchange that empowers health and wellness. The challenges of integrated care are incredible and come at a crucial time for healthcare systems straining to deal with existing demands of their citizens. A unified, patient-centered electronic health record is fundamentally needed to provide ever-increasing complex medical care. The capacity of skilled Chinese labor can be extended to the broad use of e-health tools. Governance of the system requires the “ownership,” and strategic plan of the system to be in the hands of the hands of the end users with theinformation technology Department being a “sub-contractor” to the end users.
